Low Pay, Limited Growth: Why Government Primary Teachers Feel Stuck

Government primary teachers in Bangladesh are protesting against salary shortcomings, sluggish promotions, and restricted career advancement. This problem has reignited a discussion regarding whether this structure properly reflects the qualifications and responsibilities of primary teachers. Pay scales and career progression among government primary teachers came under question in a report titled “The Daily Star.” Assistant teachers are at present at Grade 13.

Pay remains a pressure point

How will teachers’ pay increase under the new structure? Grade 13 teachers’ basic salary will be increased from Tk 11,000 to Tk 17,500 on implementation of the new structure at the first stage. In the final stage, it will be increased to Tk 24,000. But teachers and education specialists say the issue is not just about pay. They say they are also concerned about how they are seen in society and prospects for career development.

Promotion is another hurdle

Advancement in career is another major issue. According to a 5 October report by Daily Sun, teachers have not received promotions for a long time, and the posts of head teachers are still vacant in several schools. It says it will recruit vacant head-teacher posts through promotion. 80% of head teacher posts are now set to be filled through promotion under modified rules, which could mean a more transparent path for experienced teachers to reach senior positions.

Teachers want a clearer path

Formal calls for the issue have also been made. The Primary Teachers’ Organisation Unity Council has called for the aid of assistant teachers in Grade 11, better prospects for promotion, and easier transfer regulations. However, the government has suggested that the Grade 13 structure will have to be reviewed, and a possible career path might enable teachers to acquire Grade 11 with sufficient grades, experience, training and proven performance.

Why it matter for education?

This is about more than teachers’ pay. Primary government schools form the core of Bangladesh’s education system, so the stability of the teaching workforce and their motivation will ultimately benefit students and schools. A more transparent pay scale, greater recognition of qualifications and career advancement opportunities may help attract more people to primary teaching.
