Getting your first Tax Identification Number (TIN) in Bangladesh feels like a big step when it comes to opening a new bank account, getting a job or obtaining a business license. But many first-time filers are surprised to learn that even with a modest income, they are liable to pay a minimum tax of Tk 1,000. This rule surprises many new taxpayers, so it’s a good idea to learn about it early to avoid confusion and penalties later.

Why Bangladesh Has a Minimum Taxation System

Bangladesh has a progressive income tax system, which means the more you earn, the more you pay. But the National Board of Revenue (NBR) also sets a minimum tax floor, a specific amount every eligible taxpayer must pay no matter how the slab-wise calculation turns out. For most normal taxpayers whose income is above the tax-free threshold, this floor is Tk 5,000. The government has introduced a lower minimum tax of Tk 1,000 for first-time tax return filers, provided their taxable income does not exceed a certain limit, which is usually around Tk 4,50,000 a year.

Who Is a First-Time Taxpayer?

If you are filing a return in your first assessment year after registering for a TIN, you are normally considered to be a first-time filer. This is for:

•Young new professionals getting their first job

•Freelancers who have registered a TIN for bank/client needs

• First-time filers for small business owners

•If you got a TIN for a car, land purchase or bank account but never filed before

Why You Need To File Even With Low Income

Many people think that if they have a TIN and they don’t earn enough to pay tax, then they don’t need to lodge a return. That’s not true. If you are a TIN holder, you are required to file an annual return irrespective of the fact that your final tax liability is zero as per the slab calculation. In that case, Tk 1,000 minimum still exists.

Filing Your First Return

Bangladesh is nearly 100% online for filing. Individual taxpayers now must use the e-Return system, available through the NBR portal.

First-time filer quick check:

•Check that your TIN is active by visiting the e-TIN verification page

•Get your NID, salary certificate or business income details and bank statements

•Login NBR e-Return portal (etaxnbr.gov.bd)

•Enter income details, permissible investments (e.g. DPS or Sanchaypatra) and deductions

•Check the calculated tax. If it is below Tk 1,000, the system will apply the minimum

•Submit before the deadline and download the acknowledgement receipt.

•Pay any tax that may be applicable through your bank, mobile banking, bKash or Nagad if supported by the NBR portal

What Happens if You Miss the Deadline?

If you miss the filing deadline, you will have to file a “Belated Return” and this can lead to a penalty and the loss of your investment tax rebate altogether. The standard deadline for most people is November 30 of the assessment year, but the NBR sometimes grants extensions.
