Bangladesh’s National Pay Commission has recommended the 9th National Pay Scale to be implemented in phases from July 1, 2026, to ease fiscal strain amid inflation and budget limitations. By “split in half”, I mean a two-phase rollout: Phase 1 increases basic salary (100-147% hike). Phase 2 allowances later. Not the whole package at once.
Justifications for Phased Implementation
Single-phase rollout may lead to a deficit. The government will have to bear an additional burden of over Tk 50,000 crore for the 15 lakh employees. Phase 1 will plug 1:8 grade gaps with basic pay (min Tk 20,000, max Tk 1.6 lakh) as the top priority, and allowances like medical and tiffin will follow in 2027. This is the hallmark of 8th Pay’s gradualism, the balancing of welfare and economy. Secretary Committee recommends special budget allocation; final nod awaited, but likely to start from July.
Phase One Salary Structure
Present grade +3 increment new basic pay is fitment factor 2.4-2.57. Gap ratio falls to historic 1:8 (from 1:9.4). Examples:
- Grade 20 Old Tk 8,250 New Tk 20,000 basic
- Grade 16 Old Tk 22,000 → New Tk 43,000
- Grade 10 Old Tk 38,500 New Tk 75,000
The total package (basic + current allowances) of grade 20 will increase from Tk 16,950 to ~Tk 41,908 initially.

Calculating Your Phase 1 Salary
Formula Step by Step:
- Get current basic (Grade Pay Table from MoF site)
- Add 1 annual incremental increment (2-5% basic)
- Multiply by fitment factor (2.4 for lower grades up to 2.57 for higher).
- New Basic = Result (rounded off to nearest Tk 100).
- Total Phase 1 = New Basic + Existing Allowances (10-15% special retained)
